History/Background: On March 17, 2008, the City of Elyria approved Ordinance No. 2008-26, “authorizing the mayor to submit an application to the Northeast Ohio Areawide Coordinating Agency (NOACA) and accept, if offered, funding for various street projects within the City of Elyria.”

Current Conditions: Chestnut Ridge Road is functionally classified as an urban collector. Chestnut Ridge Road is a two-lane facility. The pavement width is 22 feet, with lanes ten feet wide and one-foot-wide shoulders. The sponsor reports that the existing roadway has four-foot-wide sidewalks along approximately one-third of the project length. The width of the existing right-of-way varies from 60 feet to 80 feet. The posted speed limit is 35 miles per hour. The average daily traffic is 10,491 vehicles per day with two percent trucks (1997). According to the sponsor, the street is in immediate need of repairs and resurfacing.

The sponsor reports that asphalt surface has become severely alligator-cracked and that large areas of supporting base material have failed requiring extensive full depth base repair. According to the sponsor, the purpose of this project is to restore Chestnut Ridge Road to a safe drivable roadway.

Proposed Project: The proposed project involves repairing and resurfacing 0.68 mile of Chestnut Ridge Road, in the City of Elyria, from the west corporation line (WCL) to the east corporation line (ECL) (location map). The work will include milling out and replacing the old deteriorated asphalt surface (approximately 3 inches); performing full depth base repairs as needed; replacing curb ramps per Americans with Disabilities (ADA) standards; providing new pavement markings; and installing new pedestrian crossings across Chestnut Ridge Road. The proposed pavement width is 28 feet, with two twelve-foot-wide lanes and two-foot-wide shoulders. According to the sponsor, the lanes will be widened by three feet on each side of the road to provide adequate lane width for trucks. The shoulder will be widened from one foot to two feet to better protect the edge of pavement. The proposed width of the sidewalks is five feet. The sponsor reports that new five-foot-wide sidewalks will run the full length of the project allowing local residents safe passage by foot or bike. Also, a new pedestrian crosswalk will be added at Abbe Road.

The estimated construction cost, provided by the sponsor, is $690,821. The sponsor is requesting eighty percent ($552,657) of construction be funded with NOACA-attributable Surface Transportation Program (STP) funds. The sponsor will provide the twenty percent ($138,164) non-federal share.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • As part of this resurfacing project, two feet are being added to each lane and one foot to each paved shoulder. The roadway will not meet federal guidelines for safe bicycle accommodation, but it is a significant improvement over the existing situation. Pedestrian safety will also be improved by replacing partial four-foot sidewalks with five-foot sidewalks the entire length.
  • Chestnut Ridge Road between East River and Abbe Road carries a total of six average weekday buses (both directions) from Lorain County Transit Route (LCT) # 52 as of January 2010.
  • 2008 RPMS data shows a pavement condition rating (PCR) of 50 (poor condition) on this segment of Chestnut Ridge Road. In 2013 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating of 43 (poor condition) and recommends major rehabilitation on this segment of Chestnut Ridge Road. The RPMS estimates the cost of repair and resurfacing to be $385,000.
