Title: Resurface Chardon Windsor Road in Hambden and Claridon Townships

History/Background: On December 15, 2009, the Board of County Commissioners, Geauga County, Ohio, approved Resolution No. 09-225, to improve sections A - D of Chardon Windsor Road (CH 13) in Hambden Township and Claridon Township.
Current Conditions: Chardon Windsor Road is a two-lane facility. The pavement width is 26 to 28 feet, with lanes 11 feet wide and paved shoulders, two to three feet wide. Chardon Windsor Road is functionally classified as a rural major collector. The speed limit is 45 miles per hour. The average daily traffic is 5,300 vehicles per day with 2.1 percent trucks (2009).
Proposed Project: This project involves resurfacing the lanes and shoulders along 3.56 miles of Chardon Windsor Road (sections A - D), from the City of Chardon east corporation line to Old State Road, in Hambden Township and Claridon Township (location map). The estimated construction cost is $650,000. The sponsor requests that eighty percent ($520,000) of the construction cost be funded with NOACA-administered Surface Transportation Program funds. The Geauga County Engineer will provide the non-federal share of construction ($130,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by July 2011.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In 2008, the pavement condition rating (PCR) on this section of Chardon-Windsor Road ranged between 79 - 83 (fair to good condition). In construction year 2013 the RPMS (Regional Pavement Management System) predicts the PCR will range between 62 - 65 (fair to poor condition). On the section between the Chardon east corporation line and Claridon-Troy Road the deteriorated PCR is predicted to be 62 and the RPMS recommends major rehabilitation. On the section between Claridon-Troy Road and Old State Street the deteriorated PCR is predicted to be 65 and the RPMS recommends reactive maintenance (resurfacing).
