Title: Pedestrian & Roadway Improvements in Chagrin Falls

History/Background: In early November 2009, the Village of Chagrin Falls was awarded a 2009 Appropriations Act Earmark (OH393) in the amount of $380,000 for pedestrian and roadway improvements to the North Street, Mill Street and Cleveland Street corridors. On November 24, 2009, the Village of Chagrin Falls passed Resolution No. 2009-68 “Authorizing the Mayor to make application to the Northeast Ohio Areawide Coordinating Agency for the purpose of acquiring federal-aid funds necessary for pedestrian and roadway improvements to the North Street, Mill Street, and Cleveland Street corridor, and declaring an emergency.”
Current Conditions: North Street, from Mill Street/Orange Street to Cleveland Street, is functionally classified as urban collector. The remaining segment of North Street, Mill Street and Cleveland Street are functionally classified as urban local roads.
Proposed Project: The proposed project involves various pedestrian and roadway improvements along North Street, Mill Street and Cleveland Street, in the Village of Chagrin Falls (location map), as follows:
- The work along North Street, between the Chagrin Falls north corporation limit and Mill Street, will include repair and resurfacing the existing asphalt pavement, repair and/or replacing the existing brick roadway pavers, (which is an extension of an existing rehabilitated brick road, providing an appropriate storm drainage system) and constructing new sidewalks as needed.
- The work along Mill Street, between North Street and Cleveland Street, will include reconstructing the existing roadway pavement, and constructing a 600-foot long retaining wall along the south side of the roadway to accommodate a new sidewalk on an extremely narrow section of road.
- The work along Cleveland Street, between Mill Street and Washington Street, will include repairing and/or resurfacing the existing asphalt pavement and constructing new sidewalks as needed.
The sponsor reports that the project will improve the quality of life for Chagrin Falls residents by providing an improved roadway network and creating pedestrian connections between the north and south sides of the Village. Direct pedestrian connections will be created among and between residential areas, the public library, a public park and a retirement community thus providing safe access and links to existing public sidewalks to the public schools, downtown Chagrin Falls, businesses, churches and a large Village nature preserve.
The estimated total cost, provided by the sponsor, is $349,600. The 2009 Appropriations Act Earmark total is $380,000. An obligation limit of 92 percent ($349,600) has been applied to the earmark total. Therefore, anything over $349,600 is the responsibility of the sponsor.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goals #3 (Preserve and Improve the Efficiency of the Transportation System), #7 (Reinvestment in the Urban Core) and #10 (Quality of Life through Attention to Aesthetics) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Since North Street, Mill Street, and Cleveland Street are functionally classified as urban local roads, the project is not eligible for federal-aid highway funds. As such, the sponsor must pay all costs over the 2009 Appropriations Act Earmark.
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The only part of this project that is on the federal aid system is North Street between Mill Street/Orange Street and Cleveland Street. In 2008 this section of North Street had a pavement condition rating (PCR) rating between 67 and 87 (fair to good condition). The deteriorated PCRs at the time of construction (July 2013) are between 52 and 69 (poor to fair condition). The RPMS system recommends reactive maintenance portion of this roadway, which is an asphalt pavement.
