Resurface Chagrin Road in Bainbridge Township

Governing Board approved on 6/15/01 with Resolution 2001-040

Title: Resurfacing Chagrin Road (CH-9), in Bainbridge Township
Sponsor:  Geauga County Engineer
Name: GEA Chagrin Road (Sections C-E)
Estimated Total Cost: $450,000
Proposed Source of Federal Funds: NOACA

History/Background:
This portion  of Chagrin Road was last improved in 1995.  The proposed project has been reviewed by the Geauga County Board of Commissioners in open session.

Current Conditions:
Chagrin Road is functionally classified as an  urban collector.  It is a two-lane facility with 10 feet wide lanes and 3 feet wide stabilized shoulders. The legal speed limit is 40 miles per hour (mph). The average daily traffic (ADT) is 5,300 vehicles per day. The accident rate is 0.93 accidents per million vehicle miles (1997 –1999).

Proposed Project:
This project involves resurfacing the existing asphalt pavement on 2.39 miles of Chagrin Road, from Catsden Road to SR-306 (Chillicothe Road) in Bainbridge Township. According to local standards, the existing pavement does not warrant widening. However, the sponsor is proposing a pavement width of twenty-two (22) feet with two (2) feet wide stabilized shoulders

Eighty percent ($360,000) of the construction (C) cost will be funded with Surface Transportation Program (STP) funds administered by NOACA. The non-federal share of construction ($90,000) will be provided by the Geauga County Engineer. Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor.  The project will be designed by county engineer staff and ready to construct for SFY 2005.  The county engineer will request to administer the project following agreement with ODOT.

Bicycle Advisory Subcommittee:

A total width of pavement of 14' will meet the needs of experienced cyclists, and repaving the entire width will better accommodate cyclists.  In the future when major work is done to this road, BASC recommends providing 4' paved shoulders.
