The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-029 on June 11, 2004.
Title: Cannon Road Bridge Replacement in Solon

History/Background:
The bridge on Cannon Road (No. 140) was inspected in April 2002. The structure was approved for CEAO local bridge (LBR) program funds for construction in calendar year 2007.
Current Conditions:
The bridge on Cannon Road (CR-99) crosses over a branch of Tinkers Creek. Cannon Road is a minor arterial. The speed limit is 35 miles per hour (mph). The average daily traffic (ADT) on Cannon Road is 6,609 vehicles per day with two percent (2%) trucks (2000 count). The projected ADT is 9,000 (2028). The bridge is approximately 100 feet long and 60 feet wide. The bridge has a sufficiency rating in the 20’s, making it eligible for federal replacement funds. The structure has a general appraisal rating of 4 based on the most recent bridge inspection report.
Proposed Project:
This project involves the replacement of the Cannon Road bridge (Bridge No.140), over a branch of Tinkers Creek in the City of Solon. The estimated total construction cost is $895,000. Ninety percent ($805,000) of the construction (C) cost will be funded with CEAO LBR funds. The CEAO has programmed construction for calendar year

Staff Comment(Summary):
The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Framework for Action 2025 and Goals #1 (System Preservation and Management) and #3 (Cooperative Planning Process and Transportation Efficiency) of ODOT’s Access Ohio.
Watershed Issues: avoid, minimize or mitigate temporary and/or permanent negative impact on waterway and its related environs by ecosystem-sensitive design and construction techniques. Explore the feasibility of correcting existing design and/or placement of the transportation facility.
Recommendation: Advance to Committee and public review with the understanding that the sponsor will make a good-faith effort to address comments.
