History/Background: Perry Village is the sponsor of a Safe, Accountable, Flexible, Efficient, and Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects (HHPP) Earmark No. 671 (Perry Park Road Improvements and pedestrian trail expansion at Call Road). The Village approved Resolution No. 2006-11 authorizing the mayor to file an application with NOACA for the purpose of securing funds for a paving improvement project within the Village’s Call Road Park facility.

Current Conditions: Call Road (CR-109) is functionally classified as an urban local road. Call Road is a two-lane road. The posted speed limit is 10 miles per hour. The sponsor reports the park facilities are not accessible to handicapped pedestrians because of stone surfacing.

Proposed Project:  The proposed project consists of placing storm sewers to improve drainage, and the asphalt surfacing of existing stone entrance drive and parking areas. According to the sponsor, the asphalt will eliminate dust migrating to adjacent homes and reduce dust pollution. Also, the project will improve drainage and provide handicap access at the Call Road Park. The total construction cost of the project is reported to be $48,776. The earmark total is $53,600. An obligation limit of 91% ($48,776) has been applied to the earmark total. Therefore, anything over $48,776 is the responsibility of the sponsor. The sponsor intends to administer the contract.

  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.
