Title: Broadway Avenue Turn Lanes in Garfield Heights

History/Background: The Ohio Department of Transportation (ODOT) District 12 identifies Broadway Avenue, from Henry Street to the City of Maple Heights north corporation line (NCL), as a “hot spot’ Safety Priority Location (i.e. A non-freeway section of roadway, two miles in length, experiencing 150 or more crashes over a three year period). This section of Broadway Avenue experiences an average of 8.33 crashes per month. On August 14, 2006 the City of Garfield Heights approved Resolution No. 44-2006, to cooperate with the Ohio Department of Transportation (ODOT) Highway Safety Improvement Program for the construction of additional lanes on Broadway Avenue (SR-14,) at the intersection of I-480 entrance/exit ramp, in Garfield Heights.
Current Conditions: Broadway Avenue is functionally classified as an urban principal arterial. Broadway Avenue is a four-lane facility with lanes 12 feet wide. The pavement width is 48 feet, and the width of the existing right-of-way is 66 feet. The sidewalks are 5 feet wide. The average daily traffic on Broadway Avenue is 19,000 vehicles per day with 5 percent trucks (2006). The posted speed limit is 35 miles per hour (mph). IR-480 is functionally classified as an interstate. It is a five lane facility with lane widths that vary from 10 to 13 feet. The pavement width is 57 feet
Proposed Project: This project involves adding an additional turn-lane along Broadway Avenue (increasing the total number of lanes from 4 to 5) and the I-480 on/off ramp intersection (from 5 to 6 lanes) in Garfield Heights. The proposed lane width on Broadway Avenue will vary from 10 to 12 feet. The proposed pavement width is 60 feet. The proposed width of the right-of-way is 78 feet. The sidewalks will remain 5 feet wide and the speed limit will remain 35 mph. The proposed lane width on I-480 will vary from 10 to 13 feet and the proposed pavement width is 72 feet.
The estimated total cost, provided by the sponsor, is $3,108,000. The estimated costs are: preliminary engineering, $359,000; right-of-way, $249,000; and construction, $2,500,000. The sponsor obtained $1,250,000 in Highway Safety Improvement Program funds. The sponsor will apply for $1,226,680 from the Ohio Public Works Commission (OPWC) in two separate contracts. The city will also provide $631,320 in local funds. The project has an estimated award date of August 2008.
