| | On September 8, 2006, the NOACA Governing Board approved the following regarding this project:
Resolution No. 2006-035 Project Planning Review
Resolution No. 2006-036 Plan and TIP Amendment
Title: Broadway Intersection Enhancements
Sponsor: City of Lorain
PID No. 80508
Estimated Total Cost: $546,000
Proposed Source of Federal Funds: SAFETEA-LU
History/Background: The City of Lorain received an earmark from SAFETEA-LU, the federal transportation law (House High Priority Projects Earmark No. 1838-Reconstruct Broadway).
Current Conditions: Broadway (SR-57) is functionally classified as an urban principal arterial. The speed limit is 25 miles per hour (mph). According to the sponsor, the average daily traffic (ADT) is 11,000 vehicles per day.
Proposed Project: The project involves crosswalk enhancements at intersections along approximately 1.4 miles of Broadway from West 21st Street to West Erie Avenue in Lorain. The enhancements will include pavement texturing (to provide a brick pavement look at selected intersections, crosswalks, parking areas, etc.), limited curb replacement, urban tree plantings, etc.
The estimated total cost of the project is $546,000. The SAFETEA-LU HHPP earmark (No. 1838) is $600,000. An obligation limit of 91% ($546,000) has been applied to the earmark total. Therefore, a total of $546,000 in earmark funding is available to the sponsor for this project. Anything over $546,000 is the responsibility of the project sponsor.
Staff Comment (Summary):
