On March 12, 2010 the NOACA Governing Board approved the following regarding this project: Resolution No. 2010-008 Project Planning Review Resolution No. 2010-009 Plan and TIP Amendment.

History/Background: This project is included in ODOT District 12’s SFY 2010 Bridge Program.

Current Conditions: West 150th Street is functionally classified as a minor arterial. The average daily traffic on West 150th Street is 26,300 vehicles per day. I-71 is functionally classified as a principal arterial/interstate. The average daily traffic on I-71 is 103,450 vehicles per day.

Proposed Project: This project involves a bridge deck replacement on the West 150th Street exit ramp in Cleveland (location map). The estimated total cost of the project is $1,210,000. The estimated cost of preliminary engineering (PE) is $200,000. The PE will be funded by ODOT. The estimated cost of construction is $1,010,000. Ninety percent ($909,000) of the construction (C) cost will be funded with Interstate Maintenance funds. The non-federal share of construction ($101,000) will be provided by ODOT. The project is expected to be awarded in January 2012.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goals #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goals #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • This bridge has a General Appraisal (GA) of 4 (poor condition). The GA rating is a general assessment of the major structural components of a bridge rated on a scale from 0 (worst) to 9 (best). This bridge also has a sufficiency rating of 57 (the sufficiency rating evaluates separate factors to obtain a numeric value which is indicative of bridge sufficiency to remain in service. The ratings are between 0 and 100 with 100 being a completely sufficient bridge and 0 being a completely deficient bridge.
