The Governing Board approved the project planning review process for this project on March 8, 2002 by adopting Resolution 2002-022

Title: Replace Wearing Surface on Bridges at Various Locations in Cuyahoga and Lake County

History/Background: This project is included in ODOT District 12's bridge program.

Current Conditions: IR-71, IR-77, IR-90, SR-237, IR-271 and IR-480 are functionally classified as a principal arterials.  The speed limit is 55 miles per hour (mph).   Several bridges are on roadways which span the freeways and therefore have functional classes other than principal arterials. These arterials or collectors have slower posted speeds than 55 mph.

Proposed Project:
This project involves replacement of the bridge deck wearing surface of bridges at the following locations in Cuyahoga County (includes the route location log point):

  • I-71 over I-490 including ramps (18.87);
  • I-77 at Wallings Road (4.79), Sprague Road (5.23L), Brookside Road (5.70L), over Norfolk Southern RR (13.22), Industrial Drive (13.31), East 30th Street and US-422 eastbound (15.18), US-422 westbound (15.46), East 22nd Street (15.62);
  • Payne Avenue over I-90 (17.49);
  • SR-237 (Riverside Drive) over I-90 (12.36); and
  • IR-480 over Louis Road (24.62);

The following locations in Lake County:

  • I-90 at the south ramp to I-271 (2.34R); and
  • I-271 at the southwest ramp to I-90 (1.45 SW)

Ninety percent ($1,800,000) of the construction (C) cost will be funded from Interstate Maintenance (IM) funds.  ODOT will fund the ten percent ($200,000) non-federal share of construction.

Staff Comment (Summary):
Project will satisfy Goal # 1 (System Preservation and Management) of ODOT's Access Ohio and Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA's Framework for Action 2025.  This project provides a mixture of locations that serve in part non Title VI/Environmental Justice (EJ) populations either by location or mode. Move for committee and public review in order to obtain comments.
