History/Background: This project is included in ODOT District 3’s Bridge Program.

Current Conditions: SR-2 is functionally classified as an urban freeway. The facility is two lanes in each direction with a pavement width of 38 feet (in each direction), including inside shoulders four feet wide and outside shoulders ten feet wide. The operating speed is 65 miles per hour. The average daily traffic is 45,170 vehicles per day with six percent trucks (2005 traffic count).

Oberlin Road is functionally classified as an urban local road. It is a two-lane facility with a pavement width of 22 feet. The lanes are ten feet wide with outside shoulders one foot wide. The bridge is 37 feet wide and 238 feet long. The bridge also has sidewalks that vary in width from two to five feet.

Proposed Project: The project involves replacing the structurally deficient deck of a bridge on Oberlin Road, over SR-2, in Amherst Township. It will remain a two-lane facility with a minimal taper to the roadway width of 22 feet. The sponsor reports that the new bridge roadway width will be sixteen feet southbound and 13 feet northbound. The bridge will have sidewalks five feet wide on the east side. The total construction cost is estimated at $1,113,729. Eighty percent ($890,983) of the construction cost will be funded from District 3’s Preservation (highways & bridges) Program. Twenty percent ($222,746) of the construction cost will be funded by ODOT. This project has an award date of July 1, 2009.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
  • Recommend for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • From November 2006 data, the general appraisal is 5 for the bridge, which is fair condition. The sufficiency rating is 48 and the floor rating is 3 (saturated areas on bottom side indicate the deck is saturated with chlorides; some bottom spalling may be present. Saturated areas and spalling does not exceed 30% of deck area). The wearing surface rating is 3 (spalling evident but not exceeding 30%). Concrete patches are unsound. Asphalt patches are breaking up causing rough riding surface.
  • Due to the high posted speed for this bridge, federal guidelines call for six-to-eight foot paved shoulders to accommodate cyclists. Therefore, provide the widest paved shoulders possible. Post “Share the Road” signs near the bridge.
