Title: Booth Road Bridge Replacement in Kirtland Hills Village

History/Background: The Lake County Engineer (project sponsor) retained CT Consultants to study the intersection at Booth and Sperry Roads. According to the sponsor, the service area is a key hub in Kirtland Hills Village at the intersection of Booth and Sperry Roads. The Booth Road and Sperry Road Intersection Alignment Study (March 30, 2007) identifies safety benefits and indicates that the proposed new structure has traffic (safety) and hydraulic (flooding) benefits. On May 15, 2008, the Lake County Commissioners approved a resolution authorizing the Board of Lake County Commissioners to pursue federal-aid funding for the replacement of the Booth Road Bridge in Kirtland Hills, Ohio. The Booth Road Bridge is also listed in the CEAO FY 2008 – 2013 local bridge (LBR) program for construction in calendar year 2010.
Current Conditions: Booth Road is a two-lane facility with lanes nine and ½ to 10 feet wide with aggregate shoulders one and ½ feet wide. The pavement width on Booth Road varies between 18 and 20 feet. The bridge has a pavement width of 24 feet. Booth Road is functionally classified as an urban collector. The speed limit is 25 miles per hour (mph). The average daily traffic (ADT) on Booth Road is 1,000 vehicles per day (2005). The speed limit is 25 miles per hour
Proposed Project: : This project involves the replacement of the bridge on Booth Road, over the East Branch of the Chagrin River, in the Village of Kirtland Hills. The sponsor reports that the BR-86 annual bridge inspection system was used to develop the scope of the project and that the new bridge will meet all the current design criteria for geometry and live loads for this type of facility. The proposed width of the new structure is 28 feet with two lanes, twelve feet wide and aggregate shoulders one and ½ feet wide. The estimated cost of construction is $900,000. Approximately, $629,600 of the construction (C) cost will be funded with CEAO LBR funds. The sponsor will provide the remaining share ($270,400). CEAO has programmed construction for calendar year 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- The proposed improvement meets NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goals #1 (System Preservation and Management) and #3 (Cooperative Planning Process and Transportation Efficiency).
- Best available practices should be used to avoid water quality degradation in Pierson Creek during and after construction.
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The general appraisal rating of this bridge is 3 (serious condition – loss of section, deterioration, or spalling have seriously affected primary structural components. Local failures or cracks in concrete or both may be present). The General Appraisal is defined as the lowest rating for the bridges superstructure or substructure. According to 2006 data this bridge has one of the lowest general appraisal ratings for all bridges in Lake County.
- The sufficiency rating is 16.7 (ratings range from 0-100%, with 100% being an entirely sufficient bridge and 0% being an entirely insufficient or deficient bridge). This bridge was built in 1972.
- The bridge as proposed will meet the needs of most cyclists.
