History/Background:
In 1985, the Ohio Department of Natural Resources (ODNR), in conjunction with the City of Cleveland Department of Parks, Recreation and Properties, began preliminary alignment identification for a Lakefront Bikeway. In 1994, ODNR agreed to provide funding to the City of Cleveland to prepare construction documents for the bikeway. In 1998, Phase I (the eastern half of the bikeway) was built from East 9th Street, through Gordon Park and Wildwood Park to the eastern border of Cleveland, and the existing Harrison Dillard Bikeway, from Gordon Park through Rockefeller Park, was extended south to University Circle (also funded by ODNR). The sponsor has secured $334,721 of ODOT Transportation Enhancement funds for the Phase II of the bikeway. The sponsor is requesting $334,721 of NOACA-attributable Surface Transportation Program Enhancement (E/STP-M) funds.

Current Conditions:
Along the proposed project's proposed alignment, in Edgewater State Park, there is an existing shared use path, which will be extended further in the summer of 2001.

Proposed Project:
This project involves the construction of a shared use path and designated signed shared roadways from East 9th Street to Cleveland's western border. The shared use path portion of the proposed project is approximately 0.23 miles. The signed shared roadway portion of the project is approximately 4.49 miles. These segments and the existing shared use path in Edgewater Park total approximately 6.42 miles.  When completed the entire length of the Lakefront Bikeway will be approximately 15.53 miles.

The estimated total cost of Phase II is $852,450. ODOT is funding $334,721, NOACA would  fund $334,721 and the City of Cleveland would fund $183,008.

Staff Comment (Summary):
Staff recommends approval of the project and that NOACA's funding participation be capped at $334,721. Sponsor should hold a public hearing.
