Resurface Bell Street in Newbury Township

Title: Resurface Bell Street in Newbury Township

History/Background: On January 28, 2010, the Board of County Commissioners, Geauga County, Ohio, approved Resolution No. 10-014, to improve sections D and F of Bell Street (CH 10) in Newbury Township.

Current Conditions: Bell Street is a two-lane facility. The pavement width is 26 feet, with lanes 11 feet wide and paved shoulders, two feet wide. Bell Street is functionally classified as an urban collector, from the South Russell Village corporation line to Munn Road (CH 32) and a rural major collector, from Auburn Road (CH 4) to Ravenna Road (SR- 44). The speed limit is 55 miles per hour. The average daily traffic is 2,500 vehicles per day with 2.4 percent trucks (2009).

Proposed Project: This project involves resurfacing the lanes and shoulders along (Sections D & F) of Bell Street, from the South Russell Village corporation line to Munn Road (Section D) and from Auburn Road to Ravenna Road (Section F), in Newbury Township (location map). The estimated construction cost is $700,000. The sponsor requests that eighty percent ($560,000) of the construction cost be funded with NOACA-administered Surface Transportation Program funds. The Geauga County Engineer will provide the non-federal share of construction ($140,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by July 2013.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • In 2008 the pavement condition rating (PCR) on Section D (South Russell east village line to Munn Road) of Bell Road was 88 (good condition). On section F (Auburn Road to Ravenna Road) the PCR was 78 (good condition). For construction year 2013 the RPMS (Regional Pavement Management System) predicts the PCR will be 74 (fair condition) on section D. The RPMS also recommends reactive maintenance (resurfacing) on this section. On section F the RPMS predicts the PCR will be 64 (fair to poor condition). The RPMS recommends major rehabilitation on this section.

  • This project as proposed does not meet federal guidelines for safe bike accommodation, but it’s a resurfacing-only project. If possible, pave wider shoulders. Post “Share the Road” signs.
