History/Background:
Section D (Newbury Township line to Munn Road) of Bell Street was last improved in 1994.  Section F (Auburn Road to Ravenna Road) was last improved in 1993. The proposed project has been reviewed by the Geauga County Board of Commissioners in open session and approved by the CEAO for funding in SFY 2005.

Current Conditions:
Bell Street is functionally classified as a rural major collector. It is a two-lane facility with 10 feet wide lanes and 2 foot wide stabilized shoulders. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) varies between 900 and 1,985 vehicles per day.  The accident rates on sections D and F are 0.00 and 1.48 accidents per million vehicle miles, respectively.

Proposed Project:
This project involves resurfacing the existing asphalt pavement on  3.37 miles of Bell Street (sections D and F), in Newbury Township. The proposed pavement width is twenty-two (22) feet with two (2) foot wide stabilized shoulders.

Eighty percent ($600,000) of the construction (C) cost will be funded with CEAO administered Surface Transportation Program (C/STP) funds.  The non-federal share of construction ($150,000) will be provided by the Geauga County Engineer. Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor.  County engineer staff will design the project. The county engineer will request to administer the project following local standards.
