Rehabilitate Bell Road in South Russell Village

 


On September 10, 2010 the NOACA Governing Board approved the following regarding this project: Resolution No. 2010-032 Project Planning Review and Resolution No. 2010-033 Plan Amendment.

Title: Rehabilitate Bell Road in South Russell Village

History/Background: On May 10, 2010, the Village of South Russell approved Resolution No. 2010-18, “authorizing the mayor to make application to the Northeast Ohio Areawide Coordinating Agency for the purpose of acquiring federal-aid funds necessary for roadway improvements to Bell Road and declaring an emergency.”

Current Condition: Bell Road is functionally classified as an urban collector. Bell Road is a two-lane facility. The existing pavement width is 25 feet with lanes 11 feet wide and paved shoulders 1.5 feet wide. The width of the existing right-of-way is 60 feet. The legal speed limit is 35 miles per hour. The average daily traffic is 6,000 vehicles per day (2008 count). The sponsor reports that the existing two-lane asphalt roadway requires rehabilitation.

Proposed Project: The proposed project involves repair and resurfacing along approximately two miles of Bell Road, from the South Russell west corporation line to east of SR-306, in South Russell Village (location map). The work will include repair and resurfacing the existing asphalt pavement, widening and/or replacing the existing paved shoulders, enclosing some of the existing roadside drainage ditches with new storm sewers, modifying and/or extending existing culverts, adding catch-basins and replacing deficient guardrail where needed. According to the sponsor, their preliminary analysis indicates that the existing 25-foot roadway width can be widened minimally to 30 feet without the need for additional new right-of-way. The proposed pavement width is thirty feet with lanes 11 feet wide and paved shoulders 4 feet wide.

The estimated total cost, provided by the sponsor, is $1,765,000. The estimated cost of preliminary engineering is $100,000, to be funded entirely by South Russell Village. The estimated construction cost is $1,665,000. The sponsor requests eighty percent ($1,332,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. South Russell Village will provide the non-federal share of construction ($333,000).

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • By providing 4-foot paved shoulders, this project would create a safe environment for most bicyclists.
  • 2008 Regional Pavement Management System (RPMS) data shows a pavement condition rating (PCR) of 73 (fair condition) on this segment of Bell Road. In 2013 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating of 57 (fair to poor condition) and recommends major rehabilitation for this segment of Bell Road. The RPMS estimates the cost of rehabilitation to be $1,207,000.
