Title: Resurface Bell Street and Auburn Road
Sponsor: Geauga County Engineer
Estimated Total Cost: $750,000

History/Background: This project is sponsored by the Geauga County Engineer.
Current Conditions: Bell Street (CH-10) is functionally classified as a rural major collector. Bell Street is a two-lane facility. The pavement width is 26 feet, with lanes 11 feet wide and paved shoulders, two feet wide. The width of the existing right-of-way is 60 feet. The legal speed limit is 45 to 55 miles per hour (mph). The average daily traffic (ADT) is 2,500 vehicles per day with 3 percent trucks (2009).

Auburn Road (CH-4) is functionally classified as a rural major collector. Auburn Road is a two lane facility. The pavement width is 26 feet, with lanes 11 feet wide and paved shoulders, two feet wide. The width of the existing right-of-way is 60 feet. The legal speed limit is 45 to 55 mph. The ADT is 7,300 vehicles per day with 3 percent trucks (2009).

Proposed Project: This project involves resurfacing the lanes and shoulders along 1.25 miles of Bell Street (Section E), from Munn Road (CH-32) to Auburn Road, in Newbury Township and 2.89 miles of Auburn Road (Sections F - H), from Franks Road (TR-193) to Kinsman Road (SR-87), in Auburn Township and Newbury Township (location map). The estimated construction cost is $750,000. The sponsor requests eighty percent ($600,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($150,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by summer 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System), and ODOT’s Access Ohio2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • In 2008, the Pavement Condition Rating (PCR) on Bell Street between Munn Road and Auburn Road was 85 which is in the good range; the deteriorated PCR at the time of construction (7/2011) is anticipated to be 75 (fair condition). The RPMS system recommends that preventative maintenance (crack sealing, etc.) occur on this section of Bell Street.
  • In 2008, the Pavement Condition Rating (PCR) on Auburn Road between Franks Road and Bell Street was 84 which is in the good range; the deteriorated PCR at the time of construction (7/2011) is anticipated to be 74 (fair condition). The RPMS system recommends that reactive maintenance (resurfacing) occur on this section of Auburn Road.
  • In 2008, the Pavement Condition Rating (PCR) on Auburn Road between Bell Street and Kinsman Road (SR-87) was 78 which is in the good range; the deteriorated PCR at the time of construction (7/2011) is anticipated to be 67 (fair condition). The RPMS system recommends that reactive maintenance (resurfacing) occur on this section of Auburn Road.
  • Because of the high speeds on these roads, they’d need at least 4’ shoulders to provide some safety, especially for Auburn. However, this is a resurfacing-only project and adding more paved shoulders is beyond the scope of this project.
