Resurface Bass Lake Road in Munson Township

 

On March 12, 2010 the NOACA Governing Board approved the following regarding this project:

Title: Resurface Bass Lake Road in Munson Township

History/Background: On December 15, 2009, the Board of County Commissioners, Geauga County, Ohio, approved Resolution No. 09-226, to improve sections F & G of Bass Lake Road (CH 23) in Munson Township.

Current Conditions: Bass Lake Road is a two-lane facility. The pavement width is 26 feet with lanes 11 feet wide and paved shoulders, two feet wide. Bass Lake Road is functionally classified as a rural major collector. The speed limit is 45 miles per hour. The average daily traffic is 3,900 vehicles per day with 3 percent trucks (2009).

Proposed Project: This project involves resurfacing the lanes and shoulders along 2.46 miles of Bass Lake Road (sections F and G), from Mayfield Road to Woodiebrook Road, in Munson Township (location map). The estimated construction cost is $450,000. The sponsor requests that eighty percent ($360,000) of the construction cost be funded with NOACA-administered Surface Transportation Program funds. The Geauga County Engineer will provide the non-federal share of the construction cost ($90,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by July 2012.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • In 2008, the pavement condition rating (PCR) on this section of Bass Lake Road was 79 (Good condition). For construction year 2012 the RPMS (Regional Pavement Management System) predicts that the PCR will be 65 (fair condition). The RPMS also recommends reactive maintenance (resurfacing) on this section of Bass Lake Road in 2012.

  • This project as proposed does not meet federal guidelines for safe bike accommodation, but it’s a resurfacing-only project. If possible, pave wider shoulders. Post “Share the Road” signs.
