NOACA Board Adopts Revised Resolution 2007-035 Approving the Avon Interchange PPR and Plan Amendment on October 12, 2007

A. For answers to the most common questions about the interchange proposal and economic impact study, read the Avon Interchange Questions and Answers.
B. NOACA staff and the Avon Study Team made several presentations to the Governing Board and Transportation Advisory Committee (TAC) since January 2006. For persons who want an overview of the proposed project, this is a place to start:
C. The Avon Study Team has provided two overview documents. One is the Draft Purpose and Need dated January 17, 2007 (131 KB). This document will be labeled “Draft” throughout the entire environmental review process until a Record of Decision is completed. The other is a Summary (35 MB) that was provided on May 9, 2007. On July 5, 2007 a revised summary titled "Project Summary for NOACA Review IR-90 Nagel Road Interchange (pdf - 144 KB)" was sent to NOACA by Susan Swartz, TranSystems.
D. The City of Avon made a request for a NOACA Plan Amendment and TIP Amendment on December 1, 2006. This document (4.8 KB) includes some material found in other documents. One important item in the NOACA request is the City of Avon Council Resolution endorsing a new interchange at Nagel Road.
E. For a more detailed review of the study and its process, the first Planning Study Report was created in April 2006. The purpose of this report was to document the process of defining a problem, analyzing several alternatives, and making a recommendation for addressing the problem. There are four documents dated April 14, 2006:

Note: Appendix B has been removed. It contained traffic and level of service data for all the conceptual alternatives, using traffic data that did not account for proposed new development. Future traffic forecasts and level of service analyses are provided in later documents.
F. In January 2007 an Addendum to the Planning Study Report (131 KB) was created.
G. This document uses certified traffic provided by the Ohio Department of Transportation (ODOT):
ODOT Certified Design Year Peak Hour Traffic (December 28, 2006 – 1,728 KB)
H. ODOT used year 2030 assignments from the NOACA travel demand model overlayed with proposed development provided by the City of Avon (392 KB)
I. A conceptual site plan for development of one major parcel was provided by the Jacobs Group (900 KB)
J. On May 10, 2007 NOACA entered into a contract with DB Hartt, Inc. to conduct an analysis of the proposed interchange in relation to the agency’s adopted principles and goals. NOACA’s Executive Committee agreed to the Scope of Services (91 KB). Study products currently available:

l. Economic Assessment for the Proposed I-90/Nagel Road Interchange (PDF - September 7, 2007). The consultant will present the full report on September 14, 2007 to Governing Board members.
K. The Level of Service analyses have gone through several iterations. The final Level of Service results are contained in the HCS (Level of Service) Results (May 4, 2007 - 14 KB). Additional traffic forecast and analysis has been coordinated with Avon Lake, Bay Village and Westlake. NOACA will post results of that work as it becomes available.
L. NOACA has received comments through its Project Planning Review Process, which includes Intergovernmental Review and public involvement and outreach. You can view comments received through:

The tentative schedule (16 KB) for NOACA Board and Committee review and action runs through September 2007. The City of Avon has requested a delay in the NOACA Board vote on the interchange until October 12, 2007. The letter requesting the delay can be viewed as a pdf file. The NOACA Board adopted Revised Resolution 2007-035 approving the Avon Interchange PPR and Plan Amendment on October 12, 2007.
