The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-024 on March 14, 2003.
Title: Resurfacing Munn Road (CH-32), in Auburn Township Sponsor: Geauga County Engineer Estimated Total Cost: $250,000 Proposed Source of Federal Funds: NOACA
History/Background: Section D of Munn Road underwent a major reconstruction in 1996. The Geauga County Board of Commissioners has reviewed the proposed project in open session.
Current Conditions: Munn Road is functionally classified as an urban collector. It is a two-lane facility with 12-foot wide lanes. The graded shoulders are 10 feet wide with four feet paved. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) is 3,300 vehicles per day with about 7.5% trucks.
Proposed Project: This project involves resurfacing the existing asphalt pavement on 1.48 miles of Munn Road, from Washington Street to Stafford Road, in Auburn Township. The proposed pavement width will remain 24 feet with four foot wide paved shoulders.
Eighty percent ($200,000) of the construction cost may be funded with NOACA-attributable Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($50,000). The Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor. The Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The project will be designed and ready for construction in summer 2006.

- The sponsor should consider this project’s watershed impacts at the stream crossing, runoff mitigation and the potential for conversion of a box to a three-sided culvert.
- This project serves NOACA’s System Preservation Goals.
- This section of the roadway is categorized as for cyclists with intermediate skills on the Geauga County Bike Transportation Map.
- This project will not serve Urban Core or Environmental Justice (EJ) target populations.
