Resolution No. 2010-009 Plan and TIP Amendment.

Title: Resurface Auburn Road in Newbury and Munson Townships
Sponsor: Geauga County Engineer
Estimated Total Cost: $500,000
Proposed Source of Federal Funds: NOACA

History/Background: On December 15, 2009, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 09-222, to improve sections K - M of Auburn Road (CH 4) in Newbury and Munson Townships.

Current Conditions: Auburn Road is a two-lane facility. The pavement width is 26 feet, with lanes 11 feet wide and paved shoulders, two feet wide. Auburn Road is functionally classified as a rural major collector. The speed limit is 45 miles per hour. The average daily traffic is 7,200 vehicles per day with 3.2% percent trucks (2009).

Proposed Project: This project involves resurfacing the lanes and shoulders along 2.67 miles of Auburn Road (sections K-M), from Fairmount Rd to Mayfield Road in Newbury Township and Munson Township (location map). The estimated construction cost is $500,000. The sponsor requests eighty percent ($400,000) of the construction cost be funded with NOACA-administered Surface Transportation Program funds. The Geauga County Engineer will provide the non-federal share of construction ($100,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by July 2012.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • In 2008 pavement condition rating (PCR) on this section of Auburn Road ranged between 71 - 78 (fair to good condition). In construction year 2012 the RPMS (Regional Pavement Management System) predicts the PCR will range between 58 - 64 (fair to poor condition). The RPMS also recommends major rehabilitation on this section of Auburn Road in 2012.
  • This project as proposed does not meet federal guidelines for adequate bicycle accommodation. However, it’s a resurfacing only project.
