On December 11, 2009 the NOACA Governing Board approved the following regarding this project:
Resolution No. 2009-037 Project Planning Review
Resolution No. 2009-038 Plan and TIP Amendment
Title: Resurfacing Auburn Road in Munson Township
Sponsor: Geauga County Engineer
Estimated Total Cost: $500,000
Proposed Source of Federal Funds: NOACA
History/Background: On September 30, 2009, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 09-174, to improve sections N and O of Auburn Road (CH-4) in Munson Township.
Current Conditions: Auburn Road is a two-lane facility. The pavement width is 30 feet, with lanes 11 feet wide and paved shoulders, four feet wide. Auburn Road is functionally classified as rural major collector from Mayfield Road (US-322) to Sherman Road, and an urban collector from Sherman Road to Wilson Mills Road (CH-8). The speed limit is 45 miles per hour. The average daily traffic is 9,800 vehicles per day with 3.5 percent trucks (2009).
Proposed Project: This project involves resurfacing the lanes and shoulders along 1.76 miles of Auburn Road (sections N and O), from Mayfield Road to Wilson Mills Road, in Munson Township (location map). The estimated construction cost is $500,000. The sponsor requests eighty percent ($400,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($100,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by July 2011.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System), and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In 2008, the Pavement Condition Rating (PCR) on this stretch of Auburn Road was 88, which is in the good range. At the proposed time of construction (July, 2011) the RPMS predicts a deteriorated PCR of 78 for this section of roadway. The RPMS system recommends that preventative maintenance (crack sealing, etc.) occur on this segment of Auburn Road.
- The existing four-foot paved shoulders will accommodate experienced bicyclists.
