History/Background: On March 5, 2009, the Board of County Commissioners adopted a resolution authorizing the Lake County Board of Commissioners to pursue Federal Stimulus funding for the Auburn Road improvements in Concord Township.

Current Conditions: Auburn Road (CH-49) is functionally classified as an urban collector. The average daily traffic is 4,460 vehicles per day (NOACA Lake County Highway Traffic Counts, published March 2006). The posted speed limit is 45 miles per hour. Auburn Road is a two-lane facility with a pavement width of 24 feet, including shoulders. The width of the existing right-of-way is 60 feet. According to the sponsor, the Lake County Planning Commission and Concord Township have designated this portion of Auburn Road as a central component of the proposed business district.

Proposed Project: The proposed project involves resurfacing Auburn Road, from Girdled Road to approximately 0.09 mile west of SR-44, in Concord Township (location map). The shoulders of the existing roadway will also be improved to meet the Lake County roadway standards. The estimated total cost, provided by the sponsor, is $2,000,000. The sponsor requests that eighty percent ($1,600,000) of the road reconstruction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The sponsor will fund the non-federal share of construction ($400,000).

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • The proposed project is also listed in NOACA’s Tier 2 list of projects for funding made available through the American Recovery and Reinvestment Act (ARRA) of 2009. If ARRA funding is not available, the sponsor will pursue NOACA STP funds.
  • The sponsor should review the cost estimate at significant review stages of project design development.
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • 2008 pavement condition ratings (PCR) on this segment of Auburn Road range between 51 - 85 (poor to good condition). The section of Auburn Road between Prouty and SR-44 is in good condition while the remaining part of this project (between Girdled Road and Prouty Road) is in poor to fair/poor condition. In 2010, when construction is scheduled, the deteriorated PCR will range between 47 - 78 (poor to good condition). NOACA's Regional Pavement Management System (RPMS) recommends that major rehabilitation occur between Girdled Road and Prouty Road and preventative maintenance occur between Prouty Road and SR-44.

  • Pave the two feet of shoulder now proposed to be treated only to provide a three-foot paved shoulder and post "Share the Road" signs.
