Title: Auburn Road Resurfacing in Chardon Township
Sponsor: Geauga County Engineer
Estimated Total Cost: $600,000
Proposed Source of Federal Funds: NOACA
History/Background: : On May 3, 2007, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 07-082, to improve sections S – U of Auburn Road (CH-4) in Chardon Township.
Current Conditions: Auburn Road is a two-lane facility with lanes 10 feet wide, paved shoulders two feet wide and graded shoulders three feet wide. Auburn Road is functionally classified as rural major collector. The speed limit is 45 miles per hour. The average daily traffic is 4,690 vehicles per day with 3 percent trucks (2003).
Proposed Project: This project involves resurfacing the existing asphalt pavement and shoulders along 2.58 miles of Auburn Road (sections S - U), from Mentor Road (CH-5) to the Geauga/Lake County line in Chardon Township. The proposed lane and shoulder widths will remain the same as the existing widths. The preliminary engineering and right-of-way costs will be borne by the sponsor. The Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The estimated construction cost is $600,000. The sponsor requests eighty percent ($480,000) of the construction (C) cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($120,000). The project can be designed and ready to construct by summer 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The most recent (2006) pavement survey shows that the overall Pavement Condition Rating (PCR) on this segment is 88 (good condition). By 2010 (estimated year of construction), the regional pavement management system (RPMS) estimates the PCR on this segment will be 74 (fair condition). In 2010, the RPMS recommends reactive maintenance for this section of Auburn Road.
- This is a resurfacing only project. A field visit indicated that there is not a continuous 2' paved shoulder. It would be an improvement for cyclists to be sure that after the road is resurfaced, a 2' paved shoulder is provided.
