History/Background: On February 10, 2009, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 09-017, to improve sections I & J of Auburn Road (CH-4) in Newbury Township.

Current Conditions: Auburn Road is a two-lane facility with lanes 11 feet wide, graded shoulders 3½ feet wide and treated shoulders 2½ feet wide. Auburn Road is functionally classified as rural major collector. The speed limit is 55 miles per hour. The average daily traffic is 7,300 vehicles per day with 3 percent trucks (2008 traffic count).

Proposed Project: This project involves resurfacing the lanes and shoulders along 1.87 miles of Auburn Road (sections I and J), from SR-87 (Kinsman Road) to Fairmount Road, in Newbury Township (location map). The estimated construction cost is $450,000. The sponsor requests eighty percent ($360,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($90,000). The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by summer 2009.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • The proposed project is also on NOACA’s Tier 2 list of projects for funding made available through the American Recovery and Reinvestment Act (ARRA) of 2009. If ARRA funding is not available, the sponsor will pursue NOACA STP funds.
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • NOACA’s Regional Pavement Management System recommends preventative maintenance (crack sealing) for this stretch of roadway. The deteriorated pavement condition rating (PCR) is 75.
