On May 25, 2005, the NOACA Ozone Air Quality Public Advisory Task Force convened for the first time. This group was organized to assist NOACA in addressing State Implementation Plan (SIP) requirements for Ozone and Small Particles. The charge to the Task Force is as follows:
- Develop an understanding of Northeast Ohio’s air quality issues.
- Serve as a forum for public discussion of Northeast Ohio’s air quality challenge
- Review and evaluate alternative controls addressing Northeast Ohio’s sources of ozone precursors and particulate matter pollution.
- Make recommendations for attaining federal clean air standards for ozone and particulate matter to the NOACA Governing Board.
The NOACA Governing Board was provided with a report and heard an informational presentation on the Ozone Recommendations of the NOACA Air Quality Public Advisory Task Force on July 14, 2006.
The NOACA EAC Air Quality Subcommittee Report on the 8-Hour Ozone SIP Options provides background information and data to support the recommendations that are before the NOACA Governing Board for its consideration.
The Ozone Air Quality Public Advisory Task Force heard that the LADCO Round 4 Modeling Run estimates our 2009 ozone readings at 88.8 parts per billion (ppb), while 85 ppb is the standard to be reached. A LADCO sensitivity run that included additional controls on power plants and industry, plus some diesel retrofits, plus 7.0 psi gasoline, showed that 86.9 ppb could be reached. Further transportation controls are unquestionably needed in Northeast Ohio.
The Task Force directed staff to mark the prioritized list of 80 options to show alternatives that can be eliminated, now that the voting is complete. Members met on Friday, May 5 (meeting agenda) to finalize the Ozone Report to the NOACA Governing Board. All documents are available online in portable document format (pdf).

The following Evaluation Matrixes each show estimated pollution reductions and estimated cost for the options studied by each of the Work Groups. The Matrixes include two worksheets in each file: one is the matrix and one is the voting tally sheet, please Vote. You can view the voting directions in pdf or as a word document. Finally, compilations of all options has been provided in the file entitled "All Options" and this file includes three worksheets one is all options, listed by Work Group; one includes a sort of the VOC emission reductions estimated by option, and the final sheet includes a sort of the NOx emission reductions estimated by option.
