Title: Improvements at SR-2 and SR-58 Interchange in Amherst

History/Background: This project is included in ODOT District 3’s Safety Program and is to be coordinated with a project involving minor rehabilitation of SR-2, from just east of the Vermilion east corporation line to the Amherst east corporation line (LOR SR-2-3.48: PID No. 23799), scheduled to be awarded January 2009.
Current Conditions: SR-2 is functionally classified as an urban freeway. The facility is two lanes in each direction. The eastbound (EB) ramp has a pavement width of 25 feet, consisting of one (eastbound) lane, 16 feet wide, a three foot wide shoulder and a six foot wide shoulder. The westbound (WB) ramp has a pavement width of 25 feet, consisting of two eight foot wide lanes, a three foot wide shoulder and a six foot wide shoulder. The operating speed is 65 miles per hour. The average daily traffic is 45,170 vehicles per day with six percent trucks (2005 traffic count).
Proposed Project: The project involves widening and resurfacing the exit ramps for the SR-2 and SR-58 interchange in the City of Amherst. The improvements include constructing additional turn lanes on the SR-2 EB and WB exit ramps. The WB ramp will be widened to provide dual left turn and dual right turn lanes. The EB ramp will be widened to provide an exclusive left turn lane. Additional work includes modifying traffic signals and updating existing pavement marking and signing.
The total construction cost is estimated at $1,511,000. The total project cost will be funded with State Surface Transportation Program (S/STP) funds. The project has an award date of April 1, 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goals #1 (Transportation Safety) and #3 (Efficient, Reliable Traffic Flow).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The exit ramp from SR-2 carries 16 Lorain County Transit buses from route 31 (2007 year end data).
- The exit ramps are not congested (LOS C).
