Bridge Rehabilitation on Aetna Road in Cleveland

History/Background: On June 9, 2008 the City Council of Cleveland (project sponsor) passed ordinance No. 743-08 declaring that it is in the public interest to rehabilitate the bridge on Aetna Road, over CSX railroad, in the City of Cleveland. The Aetna Road Bridge is included in ODOT’s Municipal Bridge Program. The sponsor reports that the bridge, built in 1914, has reached its useful design life. The annual safety inspection indicates the deck, superstructure and substructure are in poor condition.

Current Conditions: Aetna Road is functionally classified as an urban collector. According to the sponsor, Aetna Road serves as a truck route between East 93rd Street and Broadway Avenue and that the majority of traffic on the structure is heavy trucks and trucks with semi-trailers. The sponsor further states that Aetna Road is a vital link to the business and manufacturing companies on the east side of the Cleveland, and prevents overload usage of Union Avenue, a residential road.

Aetna Road is a two-lane facility with 13-foot wide lanes and five-foot wide sidewalks. The pavement width is 26 feet and the bridge width is 49.33 feet. The width of the existing right-of-way is 50 feet. The length of the bridge is 138 feet. The sponsor reports the average daily traffic is 3,650 vehicles per day with five percent trucks (2004 count). The posted speed limit is 25 miles per hour. According to a bridge inspection report dated April 2006, the bridge has a general appraisal rating of “3” (i.e. serious condition) and an operational status of “A” (i.e. open, no restrictions). The sponsor reports that the superstructure concrete encased girders from the superstructure are 95% spalled with heavy pack rust on exposed steel areas with 50% minimum of rivet heads missing on the lower flange. The floor beams and stringers are severely spalled with severely rusted exposed steel and the utility chamber is completely spalled through on the bottom at both ends of the bridge.

Proposed Project: The proposed project involves rehabilitation of the Aetna Road Bridge, over the CSX railroad, in Cleveland. The work will include replacing the superstructure, rehabilitation of the abutments and reconstruction of the approaches. The proposed pavement width will be 26 feet that widens to 28 feet at the bridge approaches. The proposed project also includes sidewalks five feet wide at the approach roadway, and nine feet, six inches wide on the bridge. The estimated total cost, provided by the sponsor, is $3,125,000. The sponsor received $2,500,000 through ODOT’s 2010 Municipal Bridge program. The non-federal share of construction ($345,500), the preliminary engineering ($247,170), and the right-of-way ($23,330) will be borne by the sponsor. The sponsor estimates construction can begin October 2010.

  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • Aetna Road is on the City of Cleveland’s proposed City Loop Trail; therefore, bike lanes should be provided on the bridge in preparation for the future bikeway on Aetna Road.
