Title: Addition of a Turn Lane on Walker Road in Avon Lake
Sponsor: Avon Lake

History/Background: In 2002 the City of Avon Lake hired Burgess & Niple, Ltd. to prepare a City-wide Traffic Study. The study makes recommendations for improvements that need to be completed on major arteries. The report is being used as a guide for development as the city approaches build-out around the year 2030. Build-out is anticipated to add 12,000 residents to the city primarily within the south quadrants bordering Walker Road. According to the sponsor, the traffic study recommends that a third lane be added on Walker Road between Avon Belden Road and Jaycox Road (Phase 1). The sponsor proposes installing a turn lane from Avon Belden Road to Jaycox Road in two phases. Phase 2 involves installing a similar turn lane from Avon Belden Road to Moore Road. According to the sponsor, Phase 2 is being done incrementally as subdivisions go in along the corridor.
Current Conditions: Walker Road is functionally classified as an urban collector. It is a two-lane facility with a pavement width that varies from 24 to 32 feet. The lanes are 2 feet wide with paved shoulders, 4 feet wide. The posted speed limit is 35 miles per hour. The width of the existing right-of-way varies from 86 to100 feet.
Proposed Project: Phase 1 of the Walker Road project involves constructing a two-way left turn lane (for a total of three lanes), along 1.13 miles of Walker from Avon Belden Road to Jaycox Road in Avon Lake. The proposed pavement width is 36 to 44 feet. The proposed width of the lanes is 12 feet wide with paved shoulders, 4 feet wide. The sponsor reports that the city will be willing to stripe the asphalt hard berms to be used for bike lanes. The width of the proposed right-of-way will remain 86 to 100 feet. The estimated total cost of Phase 1, provided by the sponsor, is $1,371,500. The sponsor requests that eighty percent ($1,097,200) of the construction (C) cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The City of Avon Lake intends to provide the non-federal share of construction ($274,300).
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project serves NOACA’s System Preservation Goals.
- At its March 17, 2006 meeting, the Regional Transportation Investment Subcommittee (RTIS) authorized staff to inform applicants that it is unlikely that any new applications requesting federal Surface Transportation Program (STP) funds for 2006-2009 would be approved due to the funding shortfall. Because circumstances may change, we recommend that successful applications requesting funds for 2006-2009 be placed on the Transportation Plan (2010 and beyond). If funding becomes available, proposed projects can be considered for funding on a case-by-case basis. Criteria used by the RTIS for programming a project will include the status of other reservoir projects, project readiness, county targets, type of project, project cost and Board priorities.
- Advance to committee and public review with the understanding that the sponsor will make a good-faith effort to address questions and comments.
Regional Transportation System (RTS) Team:
- The 2004 pavement condition ratings (PCRs) in this project area are between 67-74 (within the fair range). Without any maintenance done on this section in 2009 (the proposed year of construction) the Regional Pavement Management System (RPMS) software degrades the PCRs in this area to between 46-52 (in the poor range).
- This project will serve most cyclists as proposed.
Plan/Forecast Team:
- It is not clear if the operation analysis was done with and without the proposed interchange on I-90.
