Resurfacing US-20 in Mentor

History/Background: This project is included in the ODOT District 12 State Fiscal Year (SFY) 2009 Urban Pavement Program.

Current Conditions: US-20 (Mentor Avenue) is functionally classified as an urban principal arterial. US-20 is a four lane facility with a pavement width of fifty-two feet. The inner lanes are 12 feet wide and the outer lanes are 14 feet wide. The sidewalks are eight feet wide. The average daily traffic (ADT) is 23,220 vehicles per day with two percent trucks (2005). The posted speed limit is 35 miles per hour.

Proposed Project: This project involves resurfacing four miles of US-20, from the Mentor west corporation line (WCL) to Hopkins Road in Mentor. The estimated construction cost is $2,365,000. Eighty percent of the construction cost ($1,892,000) will be funded with State Surface Transportation Program (S/STP) funds. Mentor will fund twenty percent of the construction cost ($473,000). The project is expected to be awarded in July 2008.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project is currently portrayed on page 68 of the NOACA SFYs 2006 – 2009 TIP, dated May 13, 2005, utilizing 100% State funds and with a total cost of $1,815,000.
  • The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Connections 2030 and Goal #1 (System Preservation and Management) of ODOT’s Access Ohio.
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2004 pavement condition ratings (PCRs) in this project area range from 65-72 (fair condition). If no maintenance work is done, the PCRs in 2008 (the planned construction year) are projected to be between 49-56, which puts this section of roadway in the poor to fair-poor to fair categories.
  • There are four Laketran bus routes (Nos. 1, 2, 3 and 6) on this section of US-20 with 116 buses per day.
  • For a project with the characteristics (speed, ADT, truck traffic, etc.), Selecting Roadway Design Treatments to Accommodate Bicycles published by the Office of Safety and Traffic Operations R&D of USDOT recommends that a 15’ wide curb lane be provided for experienced cyclists. This section of Mentor Avenue is categorized for experienced cyclists only on the Lake County Bike Transportation Map. The RTS Team recommends that, after resurfacing, restripe the roadway to create 15’ wide curb lanes as recommended above to provide more safety for experienced riders.
Plan Forecast Team:
  • This is a preservation project in a non-Urban Core Community.
Intergovernmental Review and Consultation (IGRC):
"I would like to support this project as the roadway is heavely traveled and needs or will need resurveying soon. I would also support the establishment of bicycle lanes." - Lake County Planning Commission
