Title: Resurfacing SR-700 in Troy Township and Burton Township

History/Background: This project is included in ODOT District 12’s 2010 District Pavement Program.
Current Conditions: SR-700 (Claridon Troy Road) is functionally classified as a rural major collector. SR-700 is a two-lane facility with a pavement width of 22 feet. The lanes are 10 feet wide and shoulders one foot wide. The width of the existing right-of-way is 60 feet. The average daily traffic (ADT) is 2,950 vehicles per day with about three percent trucks (2004). The legal speed limit is 55 miles per hour.
Proposed Project: The project involves resurfacing five miles of SR-700, from the US-422 (Main Market Road) to SR-168 (Tavern Road), in Troy and Burton Townships. The construction cost is estimated at $1,090,000. Eighty percent of the construction cost ($872,000) will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent of the construction cost ($218,000) will be funded by ODOT. This project has an estimated award date of April 2010.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project is currently portrayed on page 64 of the NOACA SFYs 2006 – 2009 TIP, dated May 13, 2005, utilizing 100% State funds and with a total cost of $630,000.
- This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The 2004 pavement condition rating (PCRs) in this project area is 69 (fair condition). If no maintenance work is done, the PCR in 2010 (the planned construction year) is projected to be 44, which puts this section of roadway in the poor category.
- This section of SR-700 does not accommodate cyclists safely; however, this is a resurfacing project only. If possible, add more width to the paved shoulders. The Geauga County Engineer has been adding wider paved shoulders on their county road resurfacing projects.
Plan Forecast Team:
- This is a preservation project in a non-Urban Core Community.
