Resurfacing SR-306 in Bainbridge Township, South Russell Village and Russell Township

History/Background: This project is included in ODOT District 12’s 2010 District Pavement Program.

Current Conditions: SR-306 (Chillicothe Road) is functionally classified as an urban minor arterial from the Geauga County line to Bainbridge Road, and an urban principal arterial from Bainbridge Road to SR-87 (Kinsman Road). SR-306 is a two-lane facility with shoulders two feet wide. The pavement width is 26 feet. The width of the existing right-of-way is 60 feet. The average daily traffic (ADT) is 16,120 vehicles per day with about seven percent trucks (2004). The legal speed limit is 50 miles per hour.

Proposed Project: The project involves resurfacing eight miles of SR-306, from the Geauga County Line to SR-87 (Kinsman Road) in South Russell Village and Bainbridge and Russell Townships. The construction cost is estimated to be $2,244,000. Eighty percent of the construction cost ($1,795,200) will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent of the construction cost ($448,800) will be funded by ODOT. This project has an estimated award date of April 2010.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project is currently portrayed on page 63 of the NOACA SFYs 2006 – 2009 TIP, dated May 13, 2005, utilizing 100% State funds and with a total cost of $1,227,500.
  • This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2004 pavement condition ratings (PCRs) in this project area range between 62-81 (fair-poor to good condition). If no maintenance work is done, the PCRs in 2010 (the planned construction year) are projected to be between 40-58, which puts this section of roadway in the poor to fair-poor categories.
  • This section of SR-306 does not accommodate cyclists safely; however, this is a resurfacing project only. If possible, add more width to the paved shoulders. The Geauga County Engineer has been adding wider paved shoulders on their county road resurfacing projects. If this section of SR-306 is widened or reconstructed in the future, wider shoulders or a bike lane should be provided to increase safety for cyclists.
