Title: Multiple Bridge Replacements on SR-252 in Liverpool Township
Sponsor: Ohio Department of Transportation (ODOT) District 3
Estimated Total Cost: $1,393,833
Proposed Source of Federal Funds: ODOT
History/Background: This project is included in ODOT District 12’s SFY 2008 Bridge Program.
Current Conditions: SR-252 (Columbia Road), from SR-303 (Center Road) to Boston Road, is functionally classified as an urban minor collector. SR-252 is a two-lane facility with a pavement width of 22 feet. The lanes are ten feet wide, and the width of the existing right-of-way varies from 50 to 60 feet. The average daily traffic (ADT) is 5,140 vehicles per day with about seven percent trucks (2004). The legal speed limit is 55 miles per hour.
Proposed Project: This project involves replacing four deficient bridge structures, located over small creeks off the West Branch of the Rocky River, approximately 0.5 mile south of Grafton Road, 0.75 mile north of Grafton Road, 1.15 miles north of Grafton Road and 1.20 miles north of Grafton Road.
The estimated cost of preliminary engineering (PE) is $130,768. The estimated cost of right-of-way (RW) is $4,410. The PE and RW costs will be borne by the sponsor. The cost of construction is estimated to be $1,285,655. Eighty percent ($1,028,524) of the construction (C) cost will be funded with Bridge Replacement (BR) funds. Twenty percent ($257,131) of the construction cost will be funded by ODOT. This project has an estimated award date of July 2008.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project is currently portrayed on page 89 of the NOACA SFYs 2006 – 2009 TIP, dated May 13, 2005, with a note the reads “Subject to Project Planning Review”.
- This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- Four bridges are planned for replacement within ODOT District 3. The bridges, constructed in 1928, are all in Liverpool Township. These bridges all cross small creeks along SR-252.
- The General Appraisals on these bridges range from 3-5 which is serious to fair condition.
- The bridge sufficiency ratings on these structures range between 4 and 48.
- The sufficiency rating formula is a method of evaluating highway bridge data by calculating four separate factors to obtain a numeric value which is indicative of bridge sufficiency to remain in service. The result of this method is a percentage in which 100 percent would represent an entirely sufficient bridge and zero percent would represent an entirely insufficient of deficient bridge.
