History/Background: This project is included in the ODOT District 12 state fiscal year (SFY) 2009 Urban Paving Program.

Current Conditions: SR-17 (Granger Road) is functionally classified as an urban minor arterial. SR-17 is a four-lane facility with a pavement width of forty-eight feet. The lanes are twelve feet wide and the sidewalks are six feet wide. The average daily traffic (ADT) on SR-17 is 11,170 vehicles per day with 2.6 percent trucks (2003 count). The speed limit is 35 miles per hour.

SR-21 (Brecksville Road) is functionally classified as an urban minor arterial. SR-21 is a four-lane facility with a pavement width of forty-eight feet. The lanes are twelve feet wide. The average daily traffic (ADT) along this section of SR-21 is 16,600 vehicles per day (Cuyahoga County Traffic Counts prepared by NOACA, 2006).

Proposed Project: This project involves mill and fill of SR 17 from the Brooklyn Heights west corporation line (WCL) to SR-21, in Brooklyn Heights and Independence, and also SR-21, from the CSX railroad bridge to IR-77, in Valley View, Independence and Cuyahoga Heights. The work will also include all the ramps in the cloverleaf. The estimated construction cost is $1,727,000. Eighty percent of the construction cost ($1,381,600) will be funded with State Surface Transportation Program (S/STP) funds. Cleveland will fund twenty percent of the construction cost ($345,400). The project is expected to be awarded in April 2010.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Connections 2030 and Goal #1 (System Preservation and Management) of ODOT’s Access Ohio.
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2004 pavement condition ratings (PCRs) on the SR-17 portion of this project range between 67-86 (fair to good condition). If no maintenance work is done, the PCRs in 2009 (the planned construction year) is projected to range between 46-64 which puts this section of roadway in the poor to fair-poor categories.
  • The 2004 PCRs on the SR-21 portion of this project range between 60-69 (fair-poor to fair condition). If no maintenance work is done, the PCRs in 2009 (the planned construction year) is projected to range between 40-48 which puts this section of roadway in the poor category.
  • There is one bus route (No. 77F) on this section of SR-21 with 65 buses per day (2005 data).
  • Information on shoulder width was not included on the Supplementary Form, but it was noted in the field that there were paved shoulders, ~4’ and wider. ODOT 12 reports that these will be paved along with the traffic lanes. RTS Team recommendation is to provide at least 4’ paved shoulders on SR-17.
Plan Forecast Team:
  • This is a preservation project in non-Urban Core Communities.
