Title: Resurfacing SR-166 in Hambden Township, Montville Township and Thompson Township

History/Background: This project is included in ODOT District 12’s 2010 District Pavement Program.
Current Conditions: SR-166 (Rock Creek Road) is functionally classified as a rural major collector. SR-166 is a two lane facility with a pavement width of 23 feet. The lanes are 11.5 feet wide. The width of the existing right-of-way is 60 feet. The average daily traffic (ADT) is 3,400 vehicles per day with about two percent trucks (2004). The legal speed limit is 55 miles per hour.
Proposed Project: The project involves resurfacing four miles of SR-166, from the US-6 (GAR Highway) to SR-86 (Plank Road), in Hambden, Montville and Thompson Townships. The construction cost is estimated at $1,000,000. Eighty percent of the construction cost ($800,000) will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent of the construction cost ($200,000) will be funded by ODOT. This project has an estimated award date of June 2010.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
- Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The 2004 pavement condition rating (PCR) in this project area is 62 (fair-poor condition). If no maintenance work is done, the PCR in 2010 (the planned construction year) is projected to be 38, which put this section of roadway in the very poor category.
- There is no possibility of providing wider paved shoulders to improve cyclist safety due to the drainage ditches on each side of the road.
Plan Forecast Team:
- This is preservation project in a non-Urban Core Community.
