History/Background:
This project is included in ODOT District 3's two-lane resurfacing program.

Current Conditions:
SR-162
(Chatham Road) is a two-lane highway.  It is functionally classified as a rural major collector.  The average daily traffic (ADT) on SR-162 varies between 1,300 to 3,050 vehicles per day (1997 count).

Proposed Project:
This project involves resurfacing 12.54 miles of SR-162, from the Lorain/Medina County Line to US-42 (Lafayette Road) in Spencer Township, Spencer Village, Chatham Township and Lafayette Township. The total construction cost is estimated to be $1,004,000.  Eighty percent of the construction cost ($803,200) will be funded with ODOT District 3's allocation of Surface Transportation Program (S/STP) funds.  ODOT 3 will provide the twenty percent non-federal share ($200,800).  ODOT 3 will undertake plan preparation in-house. Construction is expected to occur in SFY 2005.

Staff Comment (Summary):
This project's scope is in keeping with NOACA's infrastructure principle of maintaining the existing system.  This project is to be constructed following the improvement of MED SR 162-13.01 (PID No. 13361) to be constructed in SFY 2002, east of US-42. Staff recommends approval to add to NOACA's TIP for construction in SFY 2005.

For a project with the above characteristics, "Selecting Roadway Design Treatments to Accommodate Bicycles" published by the Office of Safety and Traffic Operations R&D of USDOT, makes the following recommendations:

Experienced riders: 4' to 6' paved shoulder, depending on ADT and speed

New, casual, children: 6' to 8' paved shoulder, depending on ADT and speed

On the Medina County Bike Transportation map, SR 162 is shown as suitable for cyclists with intermediate riding skills from the Lorain County line to SR 83, and for experienced cyclists only from SR 83 to CR 42.
