Minor Rehabilitation of SR-528 in Middlefield Township and Huntsburg Township

On June 8, 2007, the NOACA Governing Board approved the following regarding this project:

Resolution No. 2007-019 Project Planning Review
Resolution No. 2007-020 Plan and TIP Amendment

Title: Minor Rehabilitation of SR-528 in Middlefield Township and Huntsburg Township
Sponsor: Ohio Department of Transportation (ODOT) District 12
PID No: 81329
Estimated Total Cost: $1,250,000
Proposed Source of Federal Funds: ODOT

History/Background: This project is included in ODOT District 12’s 2010 District Pavement Program.

Current Conditions: SR-528 (Madison Road) is functionally classified as a rural major collector. SR-528 is a two-lane facility with a pavement width of 40 feet. The lanes are 12 feet wide with shoulders 8 feet wide. The width of the existing right-of-way is 100 feet. The average daily traffic (ADT) is 4,930 vehicles per day with about nine percent trucks (2004). The legal speed limit is 55 miles per hour.

Proposed Project: The project involves resurfacing five miles of SR-528, from SR-87 (Kinsman Road) to US-322 (Mayfield Road) in Middlefield Township and Huntsburg Township. The construction cost is estimated to be $1,250,000. Eighty percent of the construction cost ($1,000,000) will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent of the construction cost ($250,000) will be funded by ODOT. This project has an estimated award date of June 2010.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2004 pavement condition rating (PCR) in this project area is 70-73 (fair condition). If no maintenance work is done, the PCR in 2010 (the planned construction year) is projected to be between 44-47, which puts this section of roadway in the poor category.
  • SR-528 has 8’ paved shoulders that were installed for Amish buggies that also serve cyclists well.
Plan Forecast Team:
  • This is a preservation project in a non-Urban Core Community.
