Land Acquisition for the Construction of an All Purpose Trail in Perry Township

History/Background: Perry Township is the sponsor of a Safe, Accountable, Flexible, and Efficient Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) Earmark No. 1384 (Planning and construction of a network of recreational trails). The sponsor intends to use the earmark funding to purchase 23 acres of land, located just east of Perry Township Park on the north side of Parmly Road in Perry Township.

Current Conditions: The property is owned by the Cleveland Electric Illuminating Company (CEI). It is located east of Perry Township Park, on the north side of Parmly Road in Perry Township.

Proposed Project: The sponsor intends to use the earmark funding for the purchase of 23 acres of land, located just east of Perry Township Park on the north side of Parmly Road, from CEI for walking trails and other recreational uses. The project’s total cost, including right-of-way and construction, is $1,440,000. The right-of-way acquisition is expected to occur in SFY 2007. Construction is expected to occur in SFY 2008. The earmark funds will be applied to the right-of-way. The earmark total is $760,000. An obligation limit of 91% ($691,600) has been applied to the earmark total. Therefore, anything over $691,600 is the responsibility of the sponsor.

  • The sponsor must provide for all costs over the obligation limit.
  • Advance to Committee and public review in order to obtain comments.

  • This is not an Urban Core Community.
Intergovernmental Review and Consultation (IGRC):

"I would like to support this project as it will protect an other area of Lake Erie shore line and provide for more public access to Lake Erie.

It will also extend recreation opportunities for Perry residents as well as residents of other areas." - Lake County Planning Commission

"This is a LOT of money for 23 acres that CEI can never use and this is adjacent to one of several parks in this area not too well visited." - Village of Fairport Harbor
