Rehabilitation of Oberlin Avenue (Part 2) in Lorain

History/Background: On November 6, 2006, the City of Lorain approved Ordinance No. 212-06, setting the priorities for federally funded road and bridge projects on, or proposed to be amended to, the NOACA TIP. On November 20, 2006, the city passed resolution 228-06 authorizing the mayor to request funds through NOACA and ODOT for the rehabilitation of certain federal-aid roadways within the City of Lorain including Oberlin Avenue rehabilitation – Part 2 (West 30th Street to West Erie Avenue (US-6).

Current Conditions: Oberlin Avenue is functionally classified as an urban minor arterial. It is a two-lane facility with a pavement width of 36 feet. Lane widths are 18 feet and sidewalks are four feet wide. The width of the existing right-of-way is 66 feet. The speed limit is 35 miles per hour. The average daily traffic (ADT) is 16,700 vehicles per day with approximately five percent trucks (2001).

Proposed Project: The proposed project involves rehabilitating and resurfacing 1.78 miles of Oberlin Avenue, from West 30th Street to US-6 (West Erie Avenue). The work includes milling the existing pavement, repair/replacement of base pavement, resurfacing with three inches asphaltic concrete, replacing existing curbs, restoring pavement markings, restriping to three lanes and constructing ADA (Americans with Disability) ramps.

The estimated total cost, provided by the sponsor, is $1,265,000. The sponsor requests that eighty percent ($1,012,000) of the construction (C) cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The City of Lorain intends to provide the non-federal share of construction ($253,000).

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project serves NOACA’s System Preservation Goals.
  • At its March 17, 2006 meeting, the Regional Transportation Investment Subcommittee (RTIS) authorized staff to inform applicants that it is unlikely that any new application requesting federal Surface Transportation Program (STP) funds for 2006-2009 would be approved due to the funding shortfall. Because circumstances may change, we recommend that successful applications requesting funds for 2006-2009 be placed on the Transportation Plan (2010 and beyond). If funding becomes available, proposed projects can be considered for funding on a case-by-case basis. Criteria used by the RTIS for programming a project will include the status of other reservoir projects, project readiness, county targets, type of project, project cost and Board priorities.
  • Advance to committee and public review with the understanding that the sponsor will make a good-faith effort to address questions and comments.
Regional Transportation System (RTS) Team:
  • The 2004 pavement condition rating (PCR) in this project area is 64 (fair-poor condition). If no maintenance work is done, the PCR in 2008 (the planned construction year) is projected to be 47, which put this section of roadway in the poor category.
  • There is one Lorain County Transit route (No. 41) on Oberlin Road with 15 buses per day.
  • Federal guidelines recommend that 14’ wide curb lanes be provided for the safety of experienced cyclists who need to use this section of Oberlin. This can’t be provided on this project because it doesn’t include widening, but the RTS Team recommends that the turn lane be made as narrow as possible to provide the widest possible curb lanes.
