Today the NOACA Governing Board approved adding the following four projects to the State Fiscal Year 2002 – 2005 Transportation Program Improvement (TIP):
- Bridge deck replacement on Clark Avenue over I-71 in Cuyahoga County
- Replacing the wearing surfaces on various bridges spanning interstates in Cuyahoga and Lake Counties
- Roadway surface treatment along I-77 from Pershing Avenue to I-90 in Cuyahoga County
- Laketran State Fiscal Year 2002 capital program (purchase of replacement buses, bicycle racks, replacement handicapped-equipped vehicles, and bus shelters)
Board members also approved three Intergovernmental Review (IGR) applications:
- City of Cleveland application for a $915,000 Economic Adjustment Strategy Grant to prepare a comprehensive redevelopment plan for the Industrial Valley, site of the LTV Steel Plant.
- Northeast Ohio Regional Sewer District application to the Environmental Protection Agency for a $65,000,000 low interest loan to construct a sanitary and combined sewer outlet, the third leg of the Mill Creek Tunnel contract.
- Ohio Environmental Protection Agency (Ohio EPA) $11,732,000 application to US EPA to implement Federal Fiscal Year 2002 Nonpoint Source program activities, in conjunction with the Ohio Department of Natural Resources.
Board members also adopted a resolution of support for the Highway Funding Restoration Act. Due to reductions in gas tax receipts, federal-aid funds are expected to drop by approximately 27 percent - from $31.8 billion in Fiscal Year 2002 to $23.2 billion in FY 2003. The Highway Funding Restoration Act, introduced by members of Congress, requests that $4.4 billion of these funds be restored so that the funds allocated for highway and transit categorical and formula programs would at least meet the expenditure level authorized by federal surface transportation law (Transportation Equity Act for the 21st Century).
Members also approved a minor change in Board leadership: effective today, Cleveland Public Service Director Mark Ricchiuto replaces Cleveland Mayor Jane Campbell as NOACA Governing Board Treasurer. Campbell will retain her seat as a Governing Board member.
