Pedestrian Walkways on Lakeshore Boulevard in Lakeline Village

History/Background: The Village of Lakeline is the sponsor of a Safe, Accountable, Flexible, Efficient, and Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects (HHPP) Earmark No. 2373 (Construction and repair of pedestrian walkways along Lakeshore Boulevard). On February 6, 2006, the Village of Lakeline passed Resolution No. 2006-2 authorizing the mayor to submit an application for the Lakeshore Boulevard (SR-283) walkway project to NOACA to advance the project and committing to its future maintenance.

Current Conditions: Lakeshore Boulevard is a two-lane facility with pavement width of 28 feet. The travel lanes are 11 feet wide with paved shoulders 3 feet wide. There are asphalt sidewalks, three feet wide, on the south side of Lakeshore Boulevard. The width of the existing right-of-way is 60 feet. The posted speed limit is 35 miles per hour. Lakeshore Boulevard (SR-283) is functionally classified as an urban minor arterial. The average daily traffic (ADT) is 8,750 vehicles per day with approximately 2 percent trucks (2006).

Proposed Project: The proposed project involves constructing pedestrian walkways along 0.83 mile of the south side of Lakeshore Boulevard, in Lakeline Village, from the west Village line to the east Village line. The proposed width of the new walkway is five feet. The proposed sidewalk will only be on the south side of Lakeshore Boulevard. The construction cost of the project is reported to be $280,000. The earmark total is $231,200. An obligation limit of 91% ($210,392) has been applied to the earmark total. Therefore, anything over $210,392 is the responsibility of the sponsor. The sponsor intends to administer the contract.

Staff Comment (Summary):

  • The sponsor must provide for all costs over the obligation limit.
  • Advance to committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • This project would increase safety for pedestrians.
Plan Forecast Team:
  • This is not an Urban Core Community.
Intergovernmental Review and Consultation (IGRC):
