Title: Laketran SFY 2007 Capital & Operating Program

History/Background: Laketran’s original state fiscal year (SFY) 2007 capital program is listed in the NOACA SFY 2006 – 2009 Transportation Improvement Program, dated May 13, 2005. Laketran would like to amend this program. On November 27, 2006, the Board of Trustees of Laketran approved Resolution No. 2006-019, amending the 2006-2009 Transportation Improvement Program to fund Laketran’s 2007 van purchase with Congestion Mitigation Air Quality (CMAQ) funds.
Current Conditions: In a letter dated December 5, 2006, Laketran referenced its amended 2007 capital program. The letter explained that they needed to free up adequate federal funds in their formula allocation for a new roof project. According to Laketran, in addition to the widespread flooding and evacuations, the heavy rains revealed many issues with roof on their facility. Laketran states it will shift funds from purchasing vans to the repairing the roof facility. Laketran proposes that NOACA CMAQ funds now be used to fund the vans.
Proposed Project: Among other items, Laketran’s capital program includes the replacement of the roof of their facility ($1,241,249). To finance the roof replacement, Laketran proposes to utilize the federal formula funds currently designated for the van purchase. You can view additional information available in pdf.
In turn, Laketran is requesting the use of NOACA Congestion Mitigation Air Quality (CMAQ) funds to purchase 18 vans previously budgeted with Section 5307 formula funds. The total estimated cost of these vehicles is $1,241,253. Laketran requests $993,000 of CMAQ funds in SFY 2007. Laketran will provide $61,053, and $187, 200 will be funded with Ohio Public Transit Grant Program formula funds.

- The amended capital program should be advanced to committee review with the exception of the request for CMAQ funds.
- The request for CMAQ funds will need to be processed consistent with Governing Board policy that was approved on April 13, 2007.
Intergovernmental Review and Consultation (IGRC):
