The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-044 on September 10, 2004.
Title: Bridge Rehabilitation on I-90 in Elyria and Elyria Township

History/Background:
This project is included in ODOT District 3’s District Preservation (Highways & Bridges) Program.
Current Conditions:
I-90 is functionally classified as a urban principal arterial interstate. It is a four-lane facility with lanes twelve feet (12’) wide. The legal speed limit is 60 miles per hour (mph). The average daily traffic (ADT) is 60,300 vehicles per day (2002 count).
Proposed Project:
This project involves rehabilitation of twin bridges on I-90, over Lake Avenue and CSXT railroad. The project will include bridge deck and superstructure replacement, bridge deck widening to maintain two lanes, rehabilitation and widening of pier caps and abutments, in Elyria Township and Elyria. The total construction cost is estimated to be $4,000,000. Ninety percent ($3,600,000) of the construction (C) cost will be funded from the District’s Preservation (highways & bridges) Program. ODOT will fund the 10% ($400,000) non-federal share. The project would be awarded in January 2006.
Staff Comment (Summary):
- This project promotes NOACA’s Framework For Action 2025 Plan Goals 3 (Preserve and Improve the Efficiency of the Transportation System). and ODOT's ACCESS OHIO Goal 1 (System Preservation and Management).
- If possible, natural storm water techniques should be used.
- Recommend approval of this preservation action.
- Advance to committee and public review in order to obtain comments with the understanding that the sponsor will make a good-faith effort to address questions and comments.
