Resurfacing I-480 in Garfield Heights, Maple Heights, Cleveland, Warrensville Heights and Bedford Heights

 

The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-049 on September 12, 2003.

Proposed Source of Federal Funds: ODOT

History/Background:
This project is included in ODOT District 12’s SFY 2006 Pavement Program.

Current Conditions:
I-480 is functionally classified as an Interstate principal arterial. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) varies between from 138,240 to 167,600 vehicles per day, from SR-14 to I-480N and from 14,390 to 42,990 from I-480N to I-271 (2000 count). GCRTA operates limited express service along a major portion of this project length.

Proposed Project:
This project involves resurfacing approximately five (5) miles of IR-480, from the SR-14 (Broadway) to I-271, in Garfield Heights, Maple Heights, Cleveland, Warrensville Heights and Bedford Heights. Ninety percent ($2,340,000) of the construction (C) cost will be funded with Interstate Maintenance (IM) funds. The 10% ($260,000) non-federal match will be provided by ODOT. This project is scheduled for an award date in July 2005. .

Staff Comment (Summary):

  • This project meets NOACA’s Framework For Action 2025 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
  • GCRTA Freeway flyer transit service may be disrupted during construction
  • I-480 is an important route for freight (trucks), paratransit operators, and commuters.
  • This project is located in five Urban Core Communities.
  • Move for committee and public review in order to obtain comments.
Intergovernmental Review (IGR):
NOACA has not received unsupportive comments from local governments about this project.

Public Involvement:
NOACA has received no comments from the public on this project.
