Greater Cleveland Regional Transit Authority Fiscal Year 2007 Capital and Operating Program

 

On June 8, 2007, the NOACA Governing Board approved the following regarding this project:

Title: Greater Cleveland Regional Transit Authority Fiscal Year 2007 Capital and Operating Program
Sponsor: GCRTA
Estimated Total Cost: $74,621,153
Proposed Source of Federal Funds: Federal Transit Administration (FTA)

History/Background: GCRTA’s original state fiscal year (SFY) 2007 capital and operating program is listed in the NOACA SFY 2006 – 2009 Transportation Improvement Program. The FTA formula funding allocations were announced, and GCRTA revised their program to reflect them.

Proposed Project: GCRTA is applying for various sources of funds (Section 5307 Urban Formula, Section 5309 Local Earmark, etc.) depending on the type of project (bus, rail, operating, etc.). Additional project description is available for your review in pdf.

  • The Section 5307 Capital Formula projects include Transit Waiting Environment Enhancements, Midday Bus Storage/Layover Facility, Hayden Garage North Side Security Upgrade, Bus Improvement Program, Security Upgrade at Main Office & Transit Police Headquarters, Security Upgrade at Bus Districts, Storage and Retrieval Machine Replacement, Preventive Maintenance, Lee/Van Aken Station and an East 120th Street Station Area Plan and Concept Study.
  • The Section 5309 Rail Formula projects include S-curve Reconstruction of Heavy Rail Line (Design), Replace Shaker Square Grade Crossing, Rehabilitation Designs of the Brookpark, Lee/Van Aken and Woodhill Stations, University Circle (Design), Tower City Station ADA Accessibility, Rail Vehicle Overhaul HRV (6) and LRV (6), East Blvd Track Bridge Rehabilitation (Design), Centralized Public Address System and Preventive Maintenance.
  • The Section 5309 Bus Discretionary projects include Prospect & E. 21st Street Intermodal Facility (East Side Transit Center), Bus Improvement Program, Fare Collection System, Cleveland Museum of Art Intermodal Facility (East Side), University Hospital Intermodal Facility and Cleveland Clinic Intermodal Facility.
  • The Section 5309 New Start Earmark and Congestion, Mitigation and Air Quality projects include: Euclid Corridor Transportation Project.
  • Section 5316 includes the Job Access and Reverse Commute Program.

  • Move for committee and public review to obtain review and comment.
Plan Forecast Team:
  • FHWA has stated the air quality analysis for the bus replacements was insufficient. Consideration of the replacements may need to be delayed.
