The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-049 on September 12, 2003.
Title: Rehabilitation of Fairmount Boulevard in Cleveland Heights Sponsor: Cuyahoga County Engineer Estimated Total Cost: $3,514,500 Proposed Source of Federal Funds: NOACA
History/Background: Fairmount Boulevard is included in the Cuyahoga County Engineers’ capital projects plan.
Current Conditions: Fairmount Boulevard is functionally classified as a minor arterial. The average daily traffic (ADT) varies between 10,020 and 17,335 vehicles (1998). GCRTA has local bus service (Route #37 and 42) along Fairmount Boulevard
Proposed Project: This project involves the rehabilitation of Fairmount Boulevard, from Cedar Road to the Cleveland Heights east corporation line (ECL) in Cleveland Heights. The estimated total construction cost is $3,514,500. Eighty percent of the construction cost ($2,811,600) can be funded with NOACA attributable Surface Transportation Program (STP) funds. The local match will be provided by the Cuyahoga County Engineer ($351,450) and Cleveland Heights ($351,450). The project would be administered locally (i.e. the Cuyahoga County Engineer).
Staff Comment (Summary):
- This project satisfies NOACA’s Framework For Action 2025 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and Goal # 7 (Reinvestment in the Urban Core).
- The work schedule indicates that the sponsor understands the Federal requirements and ODOT’s LPA Local Let process.
- The Cleveland Heights population is entirely attributable to the urbanized area population that ODOT uses to sub allocate STP funds to NOACA.
- This project is located in an Urban Core Community.
- Move for committee and public review in order to obtain comments.

NOACA has not received unsupportive comments from local governments about this project.
