At the August meeting, the NOACA Governing Board approved a resolution amending the Regional Transportation Investment Policy (RTIP). The RTIP amendment allows NOACA to revise its State Fiscal Year 2003 priority list of transportation improvements quarterly instead of annually. The revision will give NOACA more flexibility in moving projects on or off the priority list due to unforeseen circumstances or adjustments in project schedules. The TIP amendment schedule for SFY 2003 will be online for convenient reference.
The Board tabled a resolution recommending a modification to the City of Oberlin's Wastewater Facility Planning Boundary. The resolution requests that 125 acres of property in neighboring Pittsfield Township be reassigned from Oberlin to the Lorain County Rural Wastewater District (LORCO).
NOACA staff reported on the 2002 Ozone Action Day Program. Hot and steamy weather has lead to the declaration of 19 Ozone Action Days so far this summer. This is only two days less than the record of 21 days registered in 1999 and the ozone season does not end until September 30. In addition to the number of Ozone Action Days called, Northeast Ohio has experienced some of the highest ozone levels in over a decade. The region is on the threshold of exceeding current ozone standards, which could lead to the implementation of additional control measures for reducing ozone levels.
