Title: Slide Repair and Erosion Protection on SR-91 in Willoughby

History/Background: On April 4, 2007, the City of Willoughby approved Resolution No. 2007-42, authorizing the city engineer to prepare plans and specifications and to advertise for bids for the SR-91 slope stabilization project, declaring an emergency. In a letter dated August 21, 2007, the City of Willoughby was informed by the Ohio Department of Transportation (ODOT) that the city’s proposed project on SR-91 had been selected for funding up to a maximum of $250,000 in for construction in state fiscal year (SFY) 2009.
Current Conditions: SR-91 (SOM Center Road) is functionally classified as an urban principal arterial. SR-91 is a four -lane facility with lanes 12 feet wide and paved shoulders ten feet wide. The existing pavement width is 68 feet. The width of the existing right-of-way is 100 feet. The legal speed limit is 45 miles per hour (mph) and the average daily traffic is 33,510 vehicles per day with about four percent trucks (2005 count). The sponsor reports that a concrete jersey barrier wall currently placed on the shoulder is an obstruction and has already been struck. Also, winter freeze and spring thaw could accelerate the slip and affect travel lanes. The sponsor wants to minimize the potential of closing travel lanes with any further deterioration of the slope. Lake West Hospital is located less than one mile from the project site. Any lane closure on SR-91 will impact emergency access to the hospital.
Proposed Project: The project involves removal and replacement of approximately 250 linear feet of highway embankment along the west side of the SR-91 southbound bridge, at the southern approach, over the Norfolk Southern and Conrail railroads, in the City of Willoughby. The sponsor reports that, because the purpose of the project is to remediate a slope failure, they would like the project to be constructed during the summer of 2008. The total construction cost is estimated to be $250,000.
Eighty percent ($200,000) of the construction cost will be funded from District 12’s landslide and erosion assistance (slips, slides, mine subsidence) Federal Program. Twenty percent of the construction cost ($50,000) will be funded by the City of Willoughby. The sponsor estimates the project can be awarded in July 2008.
