Title: I-480 Interchange Reconfiguration in Garfield Heights
Sponsor: City of Garfield Heights

Proposed Source of Federal Funds: SAFETEA-LU
History/Background: The City of Garfield Heights is the sponsor of a Safe, Accountable, Flexible, Efficient, and Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects (HHPP) Earmark No. 2112 (Reconfigure I-480 and Transportation Boulevard interchange). On September 27, 2006, the City of Garfield Heights approved Resolution No. 51-2006, authorizing the city to prepare and submit an application to participate in the Ohio Public Works Commission State capital improvement program, and/or local transportation improvement program, and to execute contracts as required.
Current Conditions: The sponsor reports that construction of “City View”, a large retail and commercial development to the south of I-480 and Transportation Boulevard, began in 2004. The sponsor further reports that a large portion of the development has been completed and is open. The sponsor states that, in 2005, Snider-Cannata Interests began the development of the area called “Bridgeview Crossings”. The City of Garfield Heights initiated a study titled “Community Development Plan for Granger/I-480 Area” to determine what impacts the development would have on the city. The sponsor reports they are concerned about the impacts additional traffic in this area would have on the I-480 and Transportation Boulevard interchange.
Proposed Project: The sponsor reports they intend to hire a consultant to develop alternatives and a preferred alternative utilizing the Ohio Department of Transportation’s (ODOT) Minor Project Development Process (PDP), which will consist of:
- Developing a Purpose and Need (Step 1)
- Determining scope, schedule and budget (Step 2) and
- Perform environmental analysis and preliminary engineering (Step 3)
Steps 4 through 10 of the Minor PDP will proceed if a preferred alternative is developed (not as a part of the scope of this application for federal-aid). The estimated total cost, provided by the sponsor, is $800,000. The estimated cost of Step 1 is $150,000.; Step 2 is $250,000; and Step 3 is $400,000.
Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
- Other than the SAFETEA-LU earmark, there currently are no other committed federal or state sources for any portion of this project. As such, the sponsor must provide for all costs over the obligation limit. The sponsor states that they will work to obtain funding for the project.
- This project is portrayed in Tier III of Connections 2030. It is possible to amend this project in the Transportation Plan, but there are no committed federal or state funding sources for the project. Given the situation, the only action that could happen is to amend the preliminary development/preliminary engineering phase to the TIP with the SAFETEA-LU Earmark funds.
- Advance to Committee and public review with the understanding that the sponsor will make a good-faith effort to address questions and comments.

- The section of I-480 at Transportation Boulevard is operating at level of service (LOS) F.
