Title: Resurface SR-306 in Russell and Chester Townships

History/Background: This project is included in ODOT District 12’s 2011 District Pavement Program.
Current Conditions: SR-306 (Chillicothe Road) is functionally classified as an urban principal arterial. SR-306 is a two-lane facility. The pavement width is 30 feet with lanes twelve feet wide and paved shoulders three feet wide. The width of the existing right-of-way varies from 60 to 130 feet. The average daily traffic is 11,390 vehicles per day with 3.43 percent trucks (2007). The legal speed limit is 35 miles per hour.
Proposed Project: The project involves resurfacing 4.12 miles of SR-306, from SR-87 (Kinsman Road) to US-322 (Mayfield Road), in Russell and Chester Townships (location map). The construction cost is estimated to be $1,320,000. Eighty percent ($1,056,000) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent ($264,000) of the construction cost will be funded by ODOT. This project has an estimated award date of May 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In 2008, the Pavement Condition Rating (PCR) for this stretch of SR-306 was 64 which is in the fair to poor range. At the anticipated time for construction (July 2010), the RPMS predicts a deteriorated PCR of 57 for this section of roadway. The RPMS system recommends that reactive maintenance (resurfacing) occur on this segment of SR-306.
